
Where Next for the West End’s 24-Hour Economy?
Friday 11 April: London’s Evening and Night-Time Economy (ENTE) is at a pivotal moment. Westminster has published its After Dark Strategy, the GLA has launched a dedicated Taskforce, and the Government is piloting new powers that could give the Mayor greater control over licensing and planning. Coupled with shifting consumer behaviours and mounting pressures on operators, we’re at a tipping point. The time is now to unite key stakeholders for a bold, future-focused conversation.
The latest Quarterly Real Estate Insights Report from Heart of London Business Alliance (HOLBA) shines a spotlight on the ENTE’s vital role in the West End—and the challenges it faces.
In 2023 alone, the ENTE generated £43.3 billion in GVA for the UK and supported over 2 million jobs. Here in Westminster, the Heart of London area contributes around £1 billion every year. But this powerhouse sector is under strain. Since March 2020, London has lost over 1,600 night-time economy businesses, hit by soaring costs, regulatory hurdles, safety concerns and transport limitations.
Consumer habits are also changing. Today’s younger audiences are redefining nightlife, favouring cultural experiences, live entertainment, and music over traditional alcohol-led nights out. Social media continues to drive these trends, creating new expectations for venues and destinations.
HOLBA is pushing for the policy and investment needed to help this sector not just survive—but thrive. That means working hand in hand with partners including Westminster City Council and the Mayor’s Nightlife Taskforce to build a safer, more inclusive and more vibrant night-time economy.
