Have your say: TfL consults on proposed Congestion Charge changes
Transport for London (TfL) is consulting on a number of proposed changes to the Congestion Charge, which could come into effect from 2 January 2026. We want to hear from our members how these changes, summarised below, could affect your business. Take 1 minute to let us know.
The proposals aim to manage traffic levels in central London while supporting the transition to cleaner vehicles. Key changes under consideration include:
Proposed from 2 January 2026:
- Increasing the daily Congestion Charge from £15 to £18.
- Ending the exemption for electric vehicles on 25 December 2025.
- Introducing a new Cleaner Vehicle Discount (CVD):
- 25% discount for electric cars registered with Auto Pay
- 50% discount for electric vans and HGVs registered with Auto Pay
From 4 March 2030:
- CVD discounts would reduce to:
- 12.5% for electric cars
- 25% for electric vans and HGVs
Changes to the Residents’ Discount (from 1 March 2027):
TfL is proposing to limit eligibility for the 90% Residents’ Discount to electric vehicles only. This would apply to:
- New applicants from 1 March 2027
- Existing registered residents could retain their 90% discount – including for new or replacement vehicles – if they continue to meet the criteria and renew their registration each year.
According to TfL’s assessment, without these proposed changes, an estimated 2,200 additional vehicles would enter the Congestion Charge Zone on an average weekday in 2026, compared to a ‘do nothing’ scenario.
