Our vision is to reshape the West End with ambitious proposals ensuring the area maintains its status as a world-class destination.
The West End is an exceptionally rich cultural, architectural, historic and culinary asset for the UK. But its public spaces need to be maintained and reflect the district’s historic character, enhance the quality of its proposition and epitomise its world-class status.
HOLBA has developed a placeshaping programme of 44 projects that will deliver growth of 14% in employment and Gross Value Added by 122% by 2040. Without these projects, growth would be restricted to 5% employment and 104% Gross Value Added.
Our five immediate priorities are:

• St Martin’s Lane
• The Arts Quarter
• Green Park & Piccadilly Gateway
• Sackville Street
These proposals are constantly evolving and will be subject to statutory consultations, detailed collaborative design with residents, businesses and other stakeholders, and consents
A unified plan for the whole community
Our Placeshaping Strategy has people at its core, transitioning the area towards pedestrian and cycling priority routes and spaces. The Strategy provides a unified plan for the public realm and routes across the Heart of London.
